The truck was parked outside a Walmart store in San Antonio. Two school-aged children were among the people inside the trailer. When police arrived, they found the dead bodies and dozens of other people inside the truck, many of whom were taken to the hospital.
San Antonio fire chief Charles Hood said: They were very hot to the touch.
San Antonio mayor Mayor Ron Nirenberg said the tragic episode "shines a bright light on the plight of immigrants looking for a better life and victims of human trafficking". It still remains unclear where the truck came from.
The Justice Department said the 60-year-old driver, identified as James Mathew Bradley, from Clearwater, Florida, is in federal custody and will be charged next week.
